New trade quotas will regulate access of third countries to Bulgarian labor market
At the end of the month in December 2008 Emilia Maslarova, Minister of Labor and Social Policy, establish mechanism for determining the annual trade quotas for access of third countries to Bulgarian labor market.
Make an procedure for the establishment of quotas is only found in a significant shortage of manpower in a particular industry or sector. The advantage of the annual trade quotas in dropping the requirement for an examination of the labor market (market test) to issue any permit for work.
The initiative is offered by sectoral structure, which is nationally presented in the national council on labor migration to MLSP. The proposal is considered at a meeting of the Council and should be accompanied with evidence of permanent lack of skilled labor in the labor market in Bulgaria.
Ensuring access to the labor market of third countries on specific sectoral annual quotas is under bilateral agreements with third countries and individual requests from employers for certain foreigners.
The procedure is done under the National Council on labor migration, in which BAATPE is represented by CEIBG and BCCI.
